Huai'an Carries Out Flood and Typhoon Prevention and Response in Urban Management

To effectively eliminate safety hazards in urban management during typhoons and heavy rainfall and ensure comprehensive prevention and response, the urban management system in Huai'an has strengthened its bottom-line and extreme-case thinking, scientifically planned and promptly deployed measures to safeguard people's lives and property.

First, the city is implementing grid-based management. The Grid-Based Management Work Plan for Flood and Typhoon Prevention in Urban Management has been formulated, dividing the city's main and secondary roads into 825 grids and residential communities into 236 grids. Management is carried out by designated personnel, with clearly defined posts and responsibilities, ensuring effective deployment of personnel, targeted measures, and clear liabilities.

Second, the city is carrying out comprehensive inspections and remediation. The focus is on advertising structures such as billboards and rooftop advertisements; temporary structures such as illegal constructions, enclosures, metal sheds, and color-coated steel panel houses; and urban furniture such as traffic barriers and trash bins. Dragnet-style inspections are being carried out, with hazardous facilities promptly reinforced or dismantled. To date, over 1,500 outdoor advertisements, more than 300 various enclosures and metal sheds, and over 600 pieces of urban furniture have been inspected, with 92 various safety hazards rectified.

Third, the city is advancing an environmental sanitation "clean-up" campaign. Sanitation workers have been organized to thoroughly clear debris from clogged rain grates and inlets and dredge manholes to ensure smooth drainage, cleaning a total of over 4,000 drainage facilities.

Next, the city's urban management system will closely monitor weather warnings, strengthen emergency prevention and duty shifts, clean up damaged advertisements and collapsed enclosures after the rain, and promptly restore traffic conditions and the city's appearance.
