On June 29, the launch ceremony for the 17th session of the "Phoenix Attraction Project" (Talent Attraction Project) and the activity for Huai'an were held successfully. Cao Hongming, member of the Standing Committee of the National People's Congress (NPC), Vice Chairman of the Overseas Chinese Affairs Committee of the NPC, and Vice Chairman of the Central Committee of the China Zhi Gong Party, attended the event and delivered a speech. Wang Xuefeng, Vice Chairwoman of the Standing Committee of the Jiangsu Provincial People's Congress and Chairwoman of the Jiangsu Provincial Committee of the China Zhi Gong Party, and Gu Kun, Mayor of Huai'an, attended the event and delivered addresses.

Cao Hongming encouraged overseas students to stay true to their original aspiration of serving the nation and act as practitioners in forging the greatest circle of unity. Wang Xuefeng noted that over the past 17 years, the Jiangsu Provincial Committee of the China Zhi Gong Party has continuously refined the "Phoenix Attraction Project" talent service brand. By pooling efforts from the government, universities, and enterprises, and improving the "attraction, cultivation, retention, and utilization" service system, it has created a full-cycle "Phoenix Attraction Service Chain" for returned overseas talent, covering policy matching, settlement follow-up, collaborative learning, and growth empowerment.
