Huai'an Builds a New Childcare Service Ecosystem with Three-Dimensional Drive

To effectively solve the "childcare difficulty" issue of public concern, address shortcomings in childcare services for infants and toddlers aged 0 to 6, and meet the essential parenting needs of dual-income families, Huai'an has explored and promoted a "Three-Dimensional Drive" work model of top-level guidance, professional empowerment, and integrated childcare support in recent years, comprehensively filling gaps in childcare service supply, teaching staff, and collaborative childcare.

Top-level guidance helps build a multi-dimensional childcare development system. The city has incorporated childcare services into its 15th Five-Year Development Plan and the special plan for child development. In 2026, it has been focusing on promoting the construction of the child-friendly main community at the Huai'an Municipal Women and Children's Activity Center and six child-friendly hospitals, releasing 100 child-friendly free spots, and systematically implementing child-friendly renovations in old residential areas and complete communities. The city is also vigorously expanding inclusive resources, adding 5 provincial-level community-based inclusive childcare centers, and renovating and upgrading 40 public kindergartens.

Professional empowerment helps to forge a high-quality childcare teaching team. The city has released ten rules for teacher conduct and improved the "expert guidance + practice" dual-cycle training mechanism. It has organized childcare practitioners to study policies and regulations systematically and to conduct cross-regional exchanges and research. Relying on childcare skill simulation classrooms, it has strengthened practical training, promoting the transformation of kindergarten teachers into childcare professionals. It has compiled practical manuals such as the Childcare Pocket Book and Key Points of Nursery Care.

Integrated childcare support helps create an end-to-end childcare service ecosystem. The city is deepening the integration of care and education, creating real-life experience zones, and cultivating toddlers' fine motor skills and self-care abilities in daily life. With an improved medical-educational-familial synergy mechanism, it conducts regular professional training, growth assessments, and health screenings, establishes personal growth records for every child, and continues to launch scientific childcare "fingertip micro-classes," resulting in a collaborative education pattern of "education within medical service, medical service within education, and support at home."
