Since the beginning of this year, Huai'an has focused on public urban space governance, adhering to project-based implementation and list-based advancement. By addressing prominent problems, the city is promoting the shift from "gray to green" to help improve the quality of urban space.
First, the city is consolidating the governance effect of "two areas, two belts, and one corridor." Focusing on improving the urban environment, it has paid close attention to fine management and maintenance of urban greening. It has pruned 126,000 trees and shrubs, fertilized 12,000 plants, replanted 3,100 square meters of Chinese rose and hedgerows, as well as 80 trees and shrubs, and completed 41,000 square meters of disease and pest control. The landscape has been continuously improved.
Second, the city is promoting the transformation of "gray spaces" in key areas. Targeting the sections along Ninglian Road, where yellow earth was exposed, and the land had been left unmanaged for an extended period, the city adopted measures tailored to local conditions—reshaping the terrain through earth piling and carrying out moderately dense planting. It completed a total of 11,000 square meters of greening renovation, with 721 trees and shrubs, 13,000 bamboo plants, and 5,087 square meters of lawns planted, turning idle "gray spaces" into an ecological landscape belt.
Third, the city is strengthening city-level coordination and empowerment. Taking a city-wide coordinated approach and focusing on improving the standards for greening management and maintenance across counties and districts, the city has compiled 19 manuals and bulletins—including the Landscaping Maintenance Technical Bulletin and Early Warning Information for Disease and Pest Control—conducted 11 on-site guidance sessions, and assigned and achieved closed-loop rectification of 126 issues. These efforts have driven an overall improvement in greening management and maintenance capabilities throughout the city.
