Huai'an Promotes Eco-agricultural Reform Through Systematic Integration to Pave a Unique Path of Development

In recent years, Huai'an City has focused on controlling agricultural non-point source pollution and realizing ecological value. By leveraging systematic planning, watershed management, and project implementation, the city has advanced eco-agricultural reform through integrated development, creating a model with distinctive local characteristics.

Huai'an has coordinated funding for various projects, including high-standard farmland construction and irrigation district renovation. Focusing on key water bodies such as Hongze Lake and White Horse Lake, the city has scientifically delineated core eco-agricultural zones and established three distinctive areas: lakeside eco-agricultural development, catchment management for national and provincial monitoring cross-sections, and water-saving irrigation in upland, water-scarce areas. This has formed an eco-agricultural development pattern characterized by regional coordination, classified implementation, and collaborative synergy.

Regarding the key links in agricultural non-point source pollution control, Huai'an City has innovatively established a working mechanism of "headquarters coordination + task force tackling + list-based management." It has implemented 188 key ecological agriculture projects on a rolling basis, focusing on the "three priorities" of farmland drainage, aquaculture wastewater, and livestock manure, and established 56 key ecological agriculture units. The reuse rate of drainage from moderate-scale farmland in the city has reached 58%, the pond wastewater recycling rate reached 73%, and the resource utilization rate of manure in large-scale pig farms reached 94%.

To continuously improve the quality and efficiency of reform, Huai'an City has established a "double reduction" monitoring and evaluation system for fertilizers and pesticides used in planting and breeding industries. Besides, the city has actively explored market-based paths to realize ecological value. It promoted the inclusion of four projects in the provincial total pollutant-emission quota trading pool, while three pig-farm carbon-reduction projects have passed GS certification and are ready for trading. Furthermore, 392,000 mu of new bases for green and high-quality agricultural products were established, bringing the proportion of such products to 83%, achieving simultaneous improvements in ecological, economic, and social benefits.
