To ensure an effective response to heavy rainfall during the flood season, Huai'an Municipal Housing and Urban-rural Development Bureau has launched comprehensive pre-flood inspections and hazard remediation for urban drainage and waterlogging prevention. The effort focuses on key areas, including pipeline dredging, facility maintenance, and project construction, to ensure the safe operation of urban drainage facilities.
First, comprehensively dredging the drainage pipe network. Utilizing a combined "manual + mechanical" and "dredging + vacuum suction" approach, Huai'an has conducted full-coverage cleaning of rainwater pipes, catch basins, and outlets, highlighting underpasses, areas surrounding construction sites, and low-lying road sections. To date, a total of approximately 740 kilometers of drainage mains have been dredged, 30,498 catch basins have been cleaned, and 3,748 cubic meters of silt have been removed.
Second, overhauling drainage facilities at full speed. Simultaneous inspections and maintenance are being conducted on drainage pumping stations, utility hole covers, anti-fall nets, and other facilities. Issues such as damaged pipelines and missing utility hole covers are promptly addressed through a closed-loop process to ensure that drainage facilities remain intact, unobstructed, and fully operational.
Third, make every effort to advance project construction. All eight underground drainage network projects for the year have resumed, with 20.1% of the workload completed. By accelerating construction and addressing network deficiencies, the urban drainage system's carrying capacity will be further enhanced. Huai'an will leverage the urban lifeline safety project to enhance the smart monitoring and early warning system, enabling real-time monitoring of rainfall and water levels and enabling early detection and prompt handling of risks.
