Recently, in order to actively empower the high-quality development of the digital economy, Huai'an issued the Huai'an Data Labeling Industry Development Action Plan (2026–2027).

The action plan focuses on promoting the development of the data labeling industry and releasing the value of data elements. It leverages the city's advantageous industrial foundation, talent pool, and application scenarios to accelerate industrial agglomeration, enhance the high-quality dataset processing and application service capabilities, and promote the high-quality data-empowered development of artificial intelligence, aiming to cultivate and introduce a number of high-growth and highly innovative benchmark enterprises. According to the action plan, by 2027, Huai'an will have built a data labeling hub with significant achievements and distinctive characteristics in the Yangtze River Delta region, basically forming a complete industrial system encompassing data circulation, aggregation, governance, labeling, and scenario applications.

From the perspective of industrial layout, the action plan proposes a "One+Nine+X" data labeling industry development system that requires city-wide collaboration and highlights its unique characteristics. "One" refers to building a comprehensive "data factory" with the Huai'an Science and Education Industrial Park as the core carrier. "Nine" refers to planning and constructing nine data annotation regional units to support the Huai'an Science and Education Industrial Park and the Huai'an Zhongguancun Information Valley Innovation Center in building comprehensive annotation units, and guide the Huai'an District Digital Economy Development Service Center and the Huaiyin District Jianghuai Science and Technology Park to build characteristic annotation units for key areas; "X" refers to building multiple high-quality industry datasets, focusing on key areas such as industrial manufacturing, transportation and logistics operations, cultural tourism, and urban governance, to deeply explore data application scenarios and unleash the potential value of data.
