Huai'an Issues Elderly Care Service Vouchers to Disabled Seniors

To promote the upgrade of elderly care services from "basic security" to "high quality," Huai'an has been issuing elderly care service vouchers since January 1 this year to moderately, severely, and fully disabled seniors, providing tangible policy benefits to ease the care burden on their families. Currently, the voucher application and redemption process is smooth, and elderly care institutions proactively provide services to ensure eligible seniors fully enjoy their benefits.

The beneficiaries of this elderly care service subsidy are seniors aged 60 and above with moderate or greater disability. After a unified assessment, the subsidy is issued in the form of electronic vouchers via the "Minzhengtong" mini-program monthly. For those receiving institutional care, vouchers deduct 40% of the fee; for home care, 50%. Each person may receive a maximum subsidy of RMB 800 per month, which can be used to offset bed fees as well as essential elderly care service costs such as meal assistance, bathing assistance, and rehabilitative care.

The implementation of the elderly care consumption subsidy policy not only eases the burden on families caring for disabled seniors but also injects momentum into the development of the elderly care service industry. Elderly care institutions in Huai'an proactively provide comprehensive services, handling the application and redemption procedures on behalf of the families in need, sparing them unnecessary travel and ensuring policy benefits are swiftly delivered directly to seniors.

Next, Huai'an will expand policy awareness through lectures and in-home explanations, so more families can learn about and benefit from the policy. It will also optimize service offerings, guiding more quality institutions to participate and giving seniors more choices.
