Huai'an City Introduces Measures to Ensure Enrollment of Multi-child Families

Recently, Huai'an City introduced measures to ensure school enrollment for multi-child families, which were implemented from the spring semester of 2026. For multi-child families whose children are currently enrolled in different schools at the compulsory education stage (including kindergartens and inclusive private childcare institutions), arrangements may be made for the children to attend the same school or be enrolled nearby within the same area of the designated school district corresponding to their newly purchased, newly constructed commercial housing. This ensures that siblings can attend the same school, thereby effectively mitigating the burdens of child-rearing and school transportation (pick-up and drop-off) for families with multiple children.

These measures rely on the "One-Stop Compulsory Education Enrollment" platform to achieve "integrated online processing, one-time handling, and single-certificate verification." By establishing a dynamic monitoring mechanism, Huai'an can adjust strategies promptly in response to changes in school seat supply and demand, ensuring the smooth implementation of the policy. These measures aim to align better the allocation of school choice opportunities with families' actual needs, enabling multi-child families to access more human-centric educational services while enjoying equitable educational rights.
