Huai'an City Launched New Automobile Purchase Promotion Program for 2026

In accordance with the Notice of the Provincial Department of Commerce, Provincial Department of Finance, and Provincial Development and Reform Commission on Supporting Localities to Carry out Activities to Stimulate New Automobile Purchases and Consumption, Huai'an City has launched the 2026 New Vehicle Purchase Promotion Program to subsidize individual consumers purchasing new passenger vehicles in different categories and amounts. This program is part of Huai'an's effort to thoroughly implement the requirements of the Special Campaign for Boosting Consumption, fully leverage the role of automobile consumption in supporting and driving the city's efforts to promote spending, and ensure a steady, positive recovery in the consumer market.

Started on March 21, this campaign targets individual consumers who purchase new passenger vehicles within the counties and districts under Huai'an City. The subsidy funds are managed with a total cap and distributed on a "first come, first served" basis until the funds are exhausted.

Subsidy standards are uniformly established based on vehicle type and the tax-inclusive amount on the purchase invoice. Among them, the subsidy standard for fuel passenger vehicles is: If the purchase price is between RMB 50,000 (inclusive) and RMB 100,000, a subsidy of RMB 1,000 will be provided; if it is between RMB 100,000 (inclusive) and RMB 200,000, a subsidy of RMB 3,000 will be provided; if it is between RMB 200,000 (inclusive) and RMB 400,000, a subsidy of RMB 5,000 will be provided; if it is above RMB 400,000 (inclusive), a subsidy of RMB 6,000 will be provided. Based on the above subsidy standards for new energy passenger vehicles, an additional RMB 1,000 subsidy will be provided for each category.

The "passenger vehicles" referred to in this subsidy program are small and mini passenger cars that comply with the specifications and classification table for motor vehicle types under the Road Traffic Management Regulations of the Ministry of Public Security. Newly purchased new energy passenger vehicles must be included in the Catalogue of New Energy Vehicle Models Eligible for Vehicle Purchase Tax Reduction or Exemption issued by the Ministry of Industry and Information Technology.

The subsidy for purchasing new vehicles can be combined with promotional subsidies independently offered by automobile sales enterprises. However, it cannot be applied in conjunction with vehicle scrappage and renewal subsidies, replacement subsidies, or other similar provincial subsidies.
