Since the beginning of this year, Huai'an City's finance system has continuously enhanced the management of the "All-in-one Card" platform to distribute fiscal subsidies, benefiting citizens and farmers and ensuring the secure, sufficient, and efficient delivery of subsidy funds.

First, a dynamic adjustment mechanism has been established. In accordance with the principle of "full coverage," a municipal-level list of 59 fiscal subsidy policies benefiting citizens and farmers in Huai'an has been formulated. Efforts are progressively made to incorporate all individual and household subsidies into list-based management, ensuring the policies are complete and transparent.

Second, budget execution monitoring is strengthened. In 2025, the city distributed RMB 3.397 billion in subsidy funds through the platform, an 84% increase compared to 2024. Huai'an urged and guided to resolve delayed or overdue subsidy payments in time, ensuring fiscal subsidies for citizens and farmers were truly delivered effectively.

Third, Huai'an has improved fund agency distribution services. It signed the Agency Agreement for the Issuance of the Huai'an Municipal Finance Bureau's 'All-in-one Card' for Subsidy Funds Benefiting People and Farmers with five provincially designated agent banks, specifying business requirements and technical standards for fund payment, data security, transfer notification, and other related areas. The city also established a two-way data exchange mechanism to ensure that agent financial institutions disburse funds promptly and accurately.
