Huai'an Ensures Solid Facilities to Protect Ecology

In 2025, Huai'an improved its institutional system, adhered to the rule of law, and wrote an ecological answer sheet among lucid waters and lush mountains.

It has enhanced law-based measures for ecological conservation. Huai'an took the lead in Jiangxi Province in revising the Regulations on Wetland Conservation of Huai'an City, and compiled and issued the Wetland Protection Plan of Huai'an City (2021-2035), the Terrestrial Wildlife and Its Habitat Conservation Plan of Huai'an City (2025-2035), and the Working Mechanism for Collaborative Management of Birds and Aquatic Wildlife Protection in Huai'an City. The institutional system has been continuously improved. The construction of Baima Lake international important wetland has been continuously promoted. The normalized supervision of 5 provincially important wetlands, 91 wetland conservation plots, and 24 small and micro wetlands has been strengthened.

The city has carried out considerable measures to safeguard special species. The "Qingfeng Action 2025" and other programs were implemented to crack down on illegal and irregular acts that damage birds and other wildlife resources. Specifically, Huai'an continued patrols and inspections, and comprehensively removed illegal hunting tools such as "bird nets." Last year, more than 310 wild animals were rescued, including 101 national key protected animals. Huai'an City officially released the Huai'an Wild Bird List 2.0, recording 19 orders, 63 families, and 305 species of wild birds. The oriental stork has changed from rare to a kind of bird frequently seen.

A comprehensive disaster prevention line has been firmly established. A historic breakthrough has been achieved in the prevention and control of pine wood nematode—Xuyi County successfully lifted its quarantine zone, completing the five-year campaign ahead of schedule. With 27 smart monitoring devices and 3 county-level emergency supply depots forming a dense monitoring network, the forest fire early warning and monitoring system enables seamless interconnection across provincial, municipal, and county levels, ensuring full coverage of key areas. A "firewall" has been constructed with 21 surveillance towers, 53 water reservoirs, and 81.3 kilometers of firebreak roads. The primary-level management and protection network was continuously improved, with 289 full-time forest rangers.
