In 2025, Huai'an remained dedicated to enhancing technology innovation and service capacities in agriculture. It strengthened key agricultural entities, promoted the commercialization of research outcomes, and solidified the service system to boost momentum and empower high-quality agricultural development.

First, Huai'an cultivated and strengthened agricultural entities. It encouraged agricultural technology enterprises to collaborate with research institutes on key projects to enhance breeding innovation and commercial breeding capabilities. It also supported enterprises in actively applying for inclusion in national and provincial enterprise cultivation databases. In 2025, five enterprises in the city were selected for the National Agricultural Technology Enterprise Database, and eight were included in the provincial cultivation database.

Second, Huai'an promoted the transformation of technological achievements. It strengthened agricultural variety selection and breeding, as well as research and development of key common technologies, and provided guidance tailored to local conditions for the release of leading varieties and key technologies. Huaimai 33 was selected as a national leading wheat variety for the fourth consecutive year, while Huaimai 268 was recognized as a national exemplary case for boosting wheat and rapeseed yields on a large scale. In addition, Huai'an released 19 leading varieties, including Nanjing 9108, and 11 key technologies, such as the Green and Efficient Rice Yield Enhancement Technology.

Third, Huai'an improved the grassroots promotion system. It implemented tiered and categorized training for grassroots agricultural technology promoters. Moreover, it organized agricultural technicians to provide diversified technical guidance services through village visits, the Nongjiyun app, and WeChat groups. In 2025, it conducted a total of 548 training sessions for grassroots agricultural technology promoters, providing technical services for over 6,000 agricultural entities.
