Since January, Huai'an City has capitalized on the key period of workforce mobility and enterprise resumption. Through coordinated efforts between the city and county levels and collaboration among departments, Huai'an has thoroughly implemented the "Spring Breeze Action," working diligently to safeguard the workforce demands of key enterprises.
Huai'an conducted an accurate survey on employment needs. A comprehensive assessment showed that in the first quarter, 380 key enterprises demanded a total of 16,800 workers, representing an 11.67% year-on-year increase and a 45.67% increase compared to the previous period. Leveraging the enterprise employment service and support platform, three dynamic lists were established to identify 43,900 individuals willing to return to their hometowns, with 82,300 job postings accurately delivered to them.
The city has implemented measures to benefit enterprises and stabilize employment. Specifically, Huai'an has implemented "Nine Measures" to support enterprises and stabilize jobs, with 25 companies participating in three labor recruitment events in Dingxi (Gansu) and Yuncheng (Shanxi). A subsidy of RMB 3,000 per company per event was provided, along with a transportation allowance of RMB 100 per person for non-local workers traveling to Huai'an to work. The integrated platform for "employment-training-assessment" was optimized, and 135 evening skills classes and workshop sessions were opened to cover emerging job types such as artificial intelligence and data annotation.
Huai'an also made efforts in online and offline collaboration. The city, along with counties, jointly held 310 online and offline recruitment activities, served 2,527 enterprises, and released 12,700 posts. The cumulative employment demand was 69,900 people. The number of activities and employment demand both hit a record high. "Huaixiaoye," an online AI assistant for employment, provides 24/7 job matching and career guidance services. As of February 22, more than 7,000 people expressed employment intentions, providing strong human resources support for the city's economy and helping it achieve a good start in the first quarter.
