Huai'an Customs Innovates the "UAV + Supervision" Model to Build an All-domain Low-altitude Smart Defense Line

At present, a comprehensive bonded zone, three supervision sites, and nine export planting and breeding bases are within the jurisdiction of Huai'an Customs. These open platforms and characteristic industries are the primary foundation for Huai'an's foreign trade development. In response to increasing regulatory demands, Huai'an Customs has engaged in deep cooperation with Huai'an Power Supply Company, leveraging its extensive UAV airport network to pioneer a new model of intelligent supervision with a "UAV + supervision" approach.

By building a foundational perception platform and implementing innovative algorithms for intelligent route planning, automated task dispatch, and multi-UAV coordination, UAVs have become "aerial sentinels," establishing a 10-minute low-altitude response zone throughout the region. Inspection costs have been reduced to 20% of traditional manual methods, and efficiency has doubled. The footage transmitted by UAVs is massive and contains complex clues, with subtle anomalies interwoven with critical information. Manual identification is time-consuming, labor-intensive, and prone to errors and omissions. To precisely transform fragmented clues into effective regulatory results, Huai'an Customs and Huai'an Power Supply Company quickly established a joint task force to focus on high-precision aerial data analysis below 10 meters, refine the patrol issue model database, continuously optimize algorithm parameters, and advance system iteration and upgrades. After multiple rounds of testing and optimization, and by leveraging UAV technology, the accuracy of risk identification for fencing management and supervision sites within the comprehensive bonded zone has increased to 80%.

As of February 25, Huai'an Customs has conducted 149 UAV-assisted patrols, freeing over 60% of technological and manpower resources from routine duties, which are now redirected to high-risk assessment tasks. The inspection efficiency of export planting and breeding bases has more than doubled, gradually establishing a comprehensive prevention and control system characterized by "aerial patrols, online monitoring, intelligent analysis, and collaborative management."
