Huai'an Innovates and Builds Whole-Chain Child Care Ecosystem

In recent years, Huai'an City has focused on the high-quality development of children's welfare undertakings, built a service brand—"Huai'an Children's Peace of Mind," and established a comprehensive, multi-level child care guarantee system.

Huai'an has broken the closed operation mode of welfare institutions, took the lead in launching the "seedling care plan" in the province, invested more than RMB 6 million to upgrade facilities, and cooperated with relevant units to build a four-in-one security system of "nursing, medical treatment, education, and rehabilitation." In 2025, it provided personalized care services for 52 children and carried out health examinations, psychological screening, and other services for more than 2,000 orphans and de facto unattended children.

Huai'an City has innovatively implemented the model of "children with mothers," selected 220 children's directors to serve concurrently, provided an average monthly subsidy of RMB 400, and set up holiday classes, weekend classes, and "18:30 classrooms" to accurately alleviate the problems of "difficulty in care" and "difficulty in counseling" for left-behind children and migrant children. In 2025, a total of 24,000 pieces of relevant child information were screened and reported, providing "double assessment" data support for nearly 8,000 children in difficulty.

At the same time, the natural growth mechanism for the basic living allowance of children in distress has been improved. A "big data + grid management + primary-level outreach" screening system has been established. A key care list has been compiled for 35 children in distress with insufficient guardianship and 66 seriously ill or severely disabled migrant left-behind children. Institutional responsibilities have been strengthened by establishing a three-tier responsibility chain, regularly conducting risk assessments, and fortifying the safety line for children.
