On January 29, the Third Congress of the Huai'an Individual Business and Private Enterprise Association was held. A total of 140 member representatives from private enterprises and individual businesses gathered together to discuss development plans and draw up a blueprint for progress.

In recent years, Huai'an City, with a focus on the development needs of individual businesses and private enterprises, has continuously optimized regulatory services and promoted the vitality, quality improvement, and efficiency enhancement of individual businesses and private enterprises in the city. As of the end of 2025, the city had 157,000 private enterprises and 511,000 individual businesses, which accounted for 95.3% of the city's total number of business entities, making significant contributions to the city's economic and social development.

Huai'an City is committed to providing precise services and solving problems. It has shifted from "waiting for requests from businesses" to "proactively delivering services to enterprises." Over the past five years, the city has conducted nearly 12,000 "inquiry service" activities for individual businesses and completed more than 2,800 consultation service tasks. The city has also built a service brand and released 20 measures to support the development of famous, distinctive, high-quality, and innovative individual businesses. In 2025, over 600 individual businesses accomplished the transformation into enterprises. Meanwhile, the city established a financing matchmaking platform, held 11 bank-enterprise matchmaking meetings, and helped private enterprises obtain more than RMB 100 million in financing; the "Huai'an Quality Loan" helped more than 120 enterprises obtain RMB 430 million in quality financing. In addition, the city innovated credit services, conducted "credit checkups" for 4,500 business entities, and launched "Credit+" lectures to solidify the credit foundation of enterprises.
