Huai'an City Promotes High-Quality Employment Through Skills Training

In 2025, Huai'an City, with a focus on skills training, established a solid channel connecting people's livelihoods with industrial development.

Huai'an City established a preliminary vocational skills training system that is government-guided, market-led, enterprise-centered, and open to social participation, taking the lead in the province in forming a large-scale training model that involves industry authorities, spans municipal, county, and district levels, and features government-school-enterprise partnerships. Throughout the year, a total of 407 evening skills classes and weekend skills classes were organized, focusing on short video application, e-commerce, online entrepreneurship training, elderly care, Chinese cooking, etc., benefiting more than 8,000 workers and students.

In 2025, Huai'an City tailored training programs for young people, such as college graduates, offering in-demand courses such as artificial intelligence, new energy vehicle assembly and adjustment, and e-commerce operations. Throughout the year, these programs benefited 23,500 vocational school students, with 3,600 college graduates receiving high-skilled talent training allowances.

The effectiveness of skills training essentially depends on whether the training can lead to high-quality employment. Huai'an City introduced a four-in-one service model that integrates job demand, skills training, skills assessment, and employment services. Relying on the official account "Huai'an Human Resources and Social Security" on WeChat, its integrated platform for employment, training, and assessment enables citizens to request services, the government to allocate assignments, and institutions to fulfil them. After trainees submit their training intentions, the system automatically recommends suitable courses. For each certified trainee, the platform proactively recommends job openings at least three times, ensuring graduates receive job recommendations immediately upon graduation.
