During the 14th Five-Year Plan period, Huai'an took the construction of major channels, networks, and hubs as its guiding principle, and continuously improved its multidimensional and interconnected transportation infrastructure system, achieving a leapfrog improvement in its overall transportation strength.
The city achieved a breakthrough in water transportation network expansion. It increased the planned length of its second-class waterways from 91 kilometers to 297 kilometers. In addition, it built the Huaihe River seaward channel (between Hongshantou and the Beijing-Hangzhou Grand Canal), the comprehensive improvement project for green and modern shipping in the Beijing-Hangzhou Grand Canal, and the "small, fast, and flexible" special feeder waterways connecting ports and industrial parks—the Mojian River waterway and the dedicated waterways for industrial parks. Moreover, a number of large-scale public terminals featuring high automation and digital intelligence were completed and put into operation, such as the Huai'an Port Phase III Automated Terminal, the Huangma Port, and the Shanyang Port, along with industrial supporting terminals worth over RMB 10 billion, such as Zenith Terminal and Jushi Terminal.
The city also further improved its highway network system. The total length of eight-lane expressways across the city exceeded 100 kilometers, significantly improving the traffic capacity of the national corridor. Meanwhile, the city invested a total of RMB 4.576 billion in the construction of trunk highways, with trunk highway projects (sections) spanning a total of 136 kilometers being completed and opened to traffic. By the end of the 14th Five-Year Plan period, the total length of highways in the city had reached 13,753.434 kilometers.
The city's railway hub status became increasingly prominent. The construction of the Nanjing-Huai'an Railway commenced in full swing. At the Huai'andong Railway Station, the Nanjing-Huai'an Railway Yard and the extension to the station buildings were completed. Additionally, the city advanced preliminary work on the expansion and upgrading of the Xinyi-Huai'an Railway and the Xinyi-Changxing Railway, as well as on the construction of dedicated railway lines for the high-speed rail express logistics base. The city's high-speed rail network extends in all directions, making it possible to reach northern Jiangsu in one hour, southern Jiangsu in two hours, and Beijing in four hours.
The city constantly improved its airport support capabilities. It advanced terminal renovation and expansion at the Huai'an Airport. In addition, it built and commenced the operations of a cross-border e-commerce supervision center and the first cross-border e-commerce preposition warehouse in northern Jiangsu, and it launched the Huai'an-Osaka international all-cargo flight route. Notably, the Huai'an Airport was selected by the CAAC East China Regional Administration as one of the first small and medium-sized airports qualified for vision-based take-off and landing, and it successfully completed the first pilot flight under this model.
