In recent years, Huai'an Customs has consistently adhered to a development approach focused on "strengthening hub functions, enhancing capabilities, optimizing services, and promoting industrial growth," striving to unleash great potential from a regional perspective. Its functional strengths have helped Huai'an elevate its hub status within the Yangtze River Delta and nationwide. Through precise positioning and refined services, it has propelled the development of the local open economy.

Huai'an Customs introduced the innovative CCA (Connected Carrier Agreement) model for inland waterway transportation, enabling seamless integration between inland feeder services and ocean trunk lines. This model allows Trina Solar's cargo to be transported from Huai'an Port to Shanghai Port via the Beijing-Hangzhou Grand Canal, with a saving of approximately RMB 2,000 in logistics costs per container and an annual logistics saving of about RMB 5 million.

In addition, Huai'an Customs launched innovative services to support enterprises' production operations. Addressing the challenges faced by syrup importers, including lengthy inspection cycles and high road transportation costs, Huai'an Customs provided guidance and assistance. It helped the importers reduce logistics expenses by nearly 50% through a switch from land to water transportation, and its laboratory testing services enabled immediate inspection, sampling, and submission for testing upon the syrup's arrival at the local port. Moreover, it introduced customs policy benefits and resource advantages to nearly 200 enterprises through its "Door-to-Door Policy Explanation by Customs Chief" initiative.

Looking ahead, Huai'an Customs will collaborate with the National Comprehensive Bonded Zone, the Huaiyin East Port Bonded Warehouse, and food and agricultural product testing laboratories to provide services for more foreign trade enterprises. Meanwhile, subject to the construction progress of the Phase III project of Huai'an Port, Huai'an Customs will carry out joint research and discussions with relevant departments regarding the development of integrated supervision facilities and intelligent customs oversight. This initiative aims to establish Huai'an Port as a comprehensive hub encompassing waterway port, railway terminal, and bonded warehouse functions.
