Huai'an High-Tech Enterprises Compete in New Directions of High-Quality Development

In recent years, Huai'an City has focused on the goal of high-quality development and taken the cultivation of high-tech enterprises as a starting point to continuously optimize the innovation ecosystem and strengthen policy empowerment. As a result, a number of high-tech enterprises have emerged in niche sectors with leading breakthroughs, injecting strong momentum into industrial upgrading.

Huai'an has always regarded the cultivation of high-tech enterprises as the core starting point of innovation-driven development. The city has established a comprehensive support system spanning the entire chain of "selection, incubation, cultivation, and service" to facilitate enterprise innovation. In response to the needs of enterprises at different stages of development, Huai'an City has made precise efforts to provide targeted services through the model of "enterprise presentation + expert precise counseling." The city has carried out special training around key links, such as high-tech enterprise identification and R&D expense accounting, and has organized expert teams to conduct in-depth pre-diagnosis in enterprises to facilitate application rectification. In terms of policy incentives, Huai'an City has introduced policies and measures such as "18 Measures for Promoting Technological Innovation." In 2025, the city offered more than RMB 30 million in municipal awards and subsidies for high-tech enterprises. At the same time, it promoted the implementation of science and technology finance policies such as "Huai'an Sci-Tech Loan" and "Huai'an Sci-Tech Insurance" to provide financial support for the technological innovation and production capacity expansion of enterprises.

So far, Huai'an City has initially established a tiered system for the cultivation of small and medium-sized scientific and technological enterprises, high-tech enterprises, and leading scientific and technological enterprises. During the validity period, the number of high-tech enterprises has exceeded 1,000, and the output value of high-tech enterprises is expected to account for 38% of the total output value of industrial enterprises above a designated size in 2025.
