On January 7, the Huai'an Municipal Administration for Market Regulation and Municipal Education Bureau jointly issued the Work Guidelines for the Centralized Procurement and Distribution Platform of "School Meal" Ingredients (Trial) to prevent campus food safety risks.

The Guidelines comprise 14 articles, covering the four core sections: Qualifications, routine management, safety responsibilities, and emergency management. It is formulated to build a full-chain management system covering access, operation, supervision, traceability, and disposal. The Guidelines aim to systematically address practical problems, such as a lack of unified operating specifications, inconsistent management standards, and unclear boundaries for main responsibilities in school meal distribution links. It provides clear "instructions" for the standardized operation of the city's nine distribution platforms.

The Guidelines provide standardized guidance from the qualifications of the subject, location and layout, equipment and facilities, personnel management, to procurement, receipt and inspection, rapid inspection, processing, distribution delivery, supervision and recall, etc., to achieve closed-loop management. It guides platforms to conduct rapid inspection work in a standardized manner, promote all rapid inspection instruments to be connected to the transparent food safety system, upload data in real time, share early warning information across the city, and deal with unqualified products in accordance with the law. The supervision and management responsibilities of market supervision, agriculture and rural areas, education, and other departments are clarified. At the same time, the main responsibilities of platforms in system construction, staffing, process control, etc., are also detailed to promote the formation of a collaborative governance model.

Huai'an City will urge all platforms to fully implement management requirements through special training, on-site guidance, smart supervision, and other means. The city will continue to strengthen the networking of rapid inspection data, risk information sharing, and closed-loop disposal, thereby effectively improving the efficiency of school food safety governance.
