Huai'an City Accelerates the Promotion of Direct and Rapid Access to Policy Benefits

Fiscal rewards and subsidies are a much-needed boost for enterprise growth. To ensure favorable policies reach business entities faster and more precisely, Huai'an has served as a national pioneer of integrated fiscal reward and subsidy service reform at the district/city level. After over five years of systematic, iterative upgrades, the reform in Huai'an has continuously enhanced the "delivery speed" and "matching accuracy" of policy benefits, turning policy dividends from paper commitments into tangible funds in enterprises' accounts at an accelerated pace.

The reform targets the long-standing pain points in the field of fiscal rewards and subsidies, such as fragmented policies, cumbersome procedures, slow processing, and difficulty in fund disbursement. To address these pain points, Huai'an has simultaneously established an online "open and transparent operation platform for integrated fiscal reward and subsidy services" and set up offline "fiscal reward and subsidy service windows" across all counties and districts. By reshaping processes and shortening time limits, it now provides enterprises and the public with online and offline "one-stop" policy inquiry and application services.

This move has completely changed the traditional handling model and formed a new integrated service process featuring "one-form application, one-window acceptance, one-network handling, and one-click payment," enhancing data sharing so that enterprises can make fewer trips. At the same time, a supporting "1+4+N" institutional management system has been put in place, with unified standard modules and specifications promoting the realization of uniform acceptance standards and consistent handling citywide.

To date, Huai'an has upgraded its integrated fiscal reward and subsidy service platform to Version 3.0, with significant improvements in core capabilities such as precision matching between policies and enterprise profiles, full-process supervision of fund disbursement, and cross-departmental certificate information sharing. Since the launch of the fiscal reward and subsidy service reform, Huai'an has paid a total of RMB 6.634 billion in rewards and subsidies, benefiting 39,000 business entities of various types.
