Huai'an City Explores New Models for Rural Women's Employment

In recent years, Huai'an City has addressed the employment and income difficulties faced by low-income rural women by exploring and implementing three initiatives: building a high-quality team of women in domestic services, providing high-quality and caring domestic services, and supporting the high-quality development of the domestic service industry. Through these initiatives, the city has actively propelled women's action for rural revitalization.

First, the city created the "Huaijie Anjia" service brand by integrating training programs focused on left-behind rural women—covering domestic services, healthcare and nursing, e-commerce, cleaning and landscaping, Chinese and Western pastry making—into the city's "Skills Empower Huai'an" Initiative. It introduced the "Huaijie Anjia" Women's Domestic Service Brand Development Action Plan, implemented nine innovative measures, and systematically expanded the scope of action and enriched the service content.

Second, the city implemented a skills enhancement project, providing "list-based" training on domestic skills, "upgrading" training for domestic service personnel, and "literacy" training for rural women. Over 2,000 women have been trained, and more than 1,700 related skill certificates have been issued. After receiving specialized training, a large number of rural women have found employment or entrepreneurship opportunities, becoming an important force in serving families with elderly and young members.

Third, the city established an "embedded" community domestic service network, built an integrated and effective employment pathway, and set up a "one-stop" supply-demand matching platform. A total of 18 women's domestic service community workstations have been established, with 18 sessions of public welfare markets for women's domestic services, "evening skills classes," and "Learn Domestic Services with Me" community micro-classes held. These multi-scenario and multi-channel initiatives have helped rural women learn skills, find employment or entrepreneurship opportunities, and increase their income, and also promote nearby job opportunities for a broad group of rural women.
