Since the beginning of 2025, Huai'an City has been striving to advance new industrialization, with a focus on high-standard energy efficiency management, large-scale green upgrades, and chain-based cultivation and development. The city is addressing the challenge of balancing growth and emission reduction, accelerating the green transformation of the manufacturing industry.
On the energy efficiency management side, the city has organized 36 key energy-saving renovation projects for energy-intensive industries, including steel, chemicals, and building materials, with a total investment exceeding RMB 7 billion. Its implementation of "tailored policy for each enterprise" promoted enterprises with a comprehensive annual energy consumption of over 5,000 tons to shift from "passive energy saving" to "proactive energy control."
On the technological transformation side, the city has been focusing on the revitalization of traditional industries and equipment upgrades, promoting energy-saving and emission-reduction technologies, and building supply-demand matching platforms. It has been supervising and tracking projects in traditional industries such as chemical and steel on a monthly basis. From January to October, 378 new "technological transformation in thousands of enterprises" projects were started, and 192 projects were completed and put into operation.
On the benchmark cultivation side, the city has established a three-tier green benchmark cultivation system, covering the national, provincial, and municipal levels, guiding enterprises in benchmarking through methods such as setting up a reserve pool and organizing on-site meetings. This year, King's Luck successfully made it into the first batch of provincial-level zero-carbon factories; 81 enterprises were recognized as provincial-level green factories; and three industrial parks were designated as provincial-level green industrial parks. The green development trend in Huai'an has become increasingly prominent.
