In recent years, Huai'an has consistently placed the protection of cultural relics as a top priority, making concerted efforts to build a comprehensive and effectively functioning protection system.
Legal safeguards have been strengthened. Local regulations, including the "Regulations of Huai'an City on the Protection of Cultural Relics" and the "Regulations of Huai'an City on the Protection of Grand Canal Cultural Heritage", have been promulgated. More than 60 specialized plans have been formulated, and cultural relics protection has been incorporated into territorial spatial planning, ensuring an integrated approach between cultural relics protection and urban-rural development.
Key projects have been implemented. Over the past three years, with funding secured from national and provincial programs for the protection of cultural relics, major projects have been completed, including emergency reinforcement of the old stone masonry wall at the Zhouqiao Dyke site and partial restoration of buildings at Qingyan Garden. Restoration work has also been carried out on revolutionary cultural relics sites such as the former site of the Central China Bureau of the CPC Central Committee. In addition, the Banzha Ruins Park has been selected as a national outstanding case of archaeological site conservation and presentation.
Archaeological prerequisites have been implemented. Through early involvement and efficient services, the construction of major provincial and municipal projects has been safeguarded. Over the past three years, 239 archaeological survey and exploration projects have been completed, and 37 regional assessments of cultural relics resources have been conducted. The Huai'an Institute of Cultural Relics Protection and Archaeology has obtained national qualifications for archaeological excavation, and the Huai'an Urban Archaeology project has been selected as a major initiative under the Archaeology China program.
The safety foundation has been strengthened. The "Three-Year Action Implementation Plan for Fundamental Improvements in Safety Production across the City's Cultural Relics System (2024-2026)" and other related documents have been formulated and implemented. In collaboration with public security, fire, and other departments, regular specialized safety inspections are conducted. A patrol team of 87 full-time and part-time personnel has been established to carry out routine safety inspections.
