Huai'an Advances the High-Quality and Efficient Renovation of Old Urban Residential Communities

During the 14th Five-Year Plan period, Huai'an pursued a systematic approach and implemented targeted measures, exceeding its planned goals. A total of 708 old urban residential communities were upgraded, with a total renovated floor area of 9.64 million square meters, benefiting 131,000 households.

First, coordinated planning was strengthened to build a joint governance framework. Huai'an issued a series of documents, including the "Huai'an Plan for the Renovation of Old Urban Residential Communities during the 14th Five-Year Plan Period", establishing a "1+N" working mechanism led by the housing and urban-rural development authority, supported by multiple departments, with primary responsibility borne by local governments and broad participation from society. This has created strong synergy through vertical alignment and horizontal coordination. To date, the city has secured RMB 815 million in grants and subsidies, accounting for 33.7% of total investment, effectively easing pressure on local public finances.

Second, differentiated measures were adopted to stimulate momentum for co-construction and shared benefits. The city implemented a "one community, one policy" approach to foster a new model of joint development, governance, and sharing. Before renovation, in-depth diagnostics and assessments were carried out within communities, and renovation tasks were refined by category and phased annually for step-by-step implementation. An innovative model combining government guidance, market-based operations, and shared resident contributions was introduced, with supporting facilities advanced flexibly through a "case-by-case" approach.

Third, quality control was strengthened to deliver durable, high-quality projects. Huai'an issued documents such as the "Notice on Strengthening Whole-Process Supervision of Old Urban Residential Community Renovation in Urban Renewal", establishing a full-process management system. As a result, 41 communities were designated as provincial-level livable residential demonstration communities. Oversight mechanisms continued to be innovated. A "community supervisor" system was implemented to enable on-site public supervision at the neighborhood level. A citywide pre-audit mechanism was launched to prevent irregular practices such as starting construction while design work was still ongoing. A "three synchronizations" mechanism for utility pipeline renovation was adopted to reduce costs and minimize disruption to residents. These effective practices have received close attention from the Ministry of Housing and Urban-Rural Development.
