Huai'an has continued to optimize the business environment in the natural resources sector, actively putting into practice the principle that "elements follow projects" and serving as a full-process guarantor from "planning blueprints" to "project implementation." This year, element support has been completed for 534 major projects at the provincial, municipal, and county (district) levels, achieving a support coverage rate of 100%.

In terms of land-use approval, the city has secured approval for 12 batches (projects) of construction land, with a total area exceeding 11,900 mu, including more than 10,000 mu of newly added construction land, thereby expanding space for high-quality economic development. In advancing national strategies such as the integrated development of the Yangtze River Delta, the Huaihe Ecological Economic Belt, and the Grand Canal Cultural Belt, Huai'an has continued to deepen the "multiple approvals into one" reform, fully implemented the integrated approval of land use and forest land use, and successfully undertaken—by delegation from the Provincial Forestry Bureau—the administrative licensing for the review of forest land occupied by construction projects. As a result, approval efficiency and coordination have been significantly enhanced.

To support the development of emerging and green industries, Huai'an has formulated differentiated policies for land and mineral resource use, with a particular focus on tapping internal potential and vigorously revitalizing existing land resources. Since last year, a total of 43,000 mu of existing land has been revitalized, including the disposal of 17,000 mu of inefficient industrial land. The city has also prepared 21 reserve plans for contiguous industrial land parcels of more than 500 mu each, actively advanced pilot programs for the redevelopment of inefficient land, and was recognized in April this year by the Ministry of Natural Resources as a pilot city. These efforts have set aside high-quality space for industrial upgrading and clustered development.

A series of targeted, efficient, and innovative measures have delivered tangible results in element support, injecting firm confidence into the city's pursuit of "certainty in development."
