To carry out the Implementation Plan of the Childcare Subsidy System of the Central Government and provincial government, the municipal financial department of Huai'an has actively prepared to distribute subsidies benefiting the people and farmers, and accelerated the full payment of these subsidy funds. So far, Huai'an City has given the childcare subsidy of RMB 240 million in the first batch to 75,300 applicants.

It has established a coordination and linkage mechanism between the upper and lower levels. After the implementation plan is issued at the central and provincial levels, the municipal finance and health departments closely coordinated to conduct training on the disbursement of childcare subsidies, clearly define system operation responsibilities and business procedures, and urge counties, districts, and designated financial institutions to make adequate preparations for subsidy distribution.

Second, Huai'an has optimized the system function configuration. The childcare subsidy policy has been added to the city's list of policies benefiting the people and farmers. Additionally, it proactively manages childcare subsidy distribution within the "One Card" system and responds to related information to ensure that subsidy funds are delivered safely and on time.

Third, Huai'an has strengthened comprehensive supervision of funds. The city has established a comprehensive regulatory system, featuring "pre-warning, in-process monitoring, and post-event verification," to enable real-time tracking of fund disbursement, emphasizing key aspects such as recipient eligibility and the accuracy of payment amounts. This approach effectively enhances transparency and improves public satisfaction with the issuance of subsidies.
