"Huai'an Pay" Adds a "Safety Lock" to Prepaid Consumer Funds

To enable consumers to enjoy discounts with peace of mind, multiple departments in Huai'an jointly developed the "Huai'an Pay" platform. The platform introduces a third party to provide comprehensive supervision of prepaid funds, effectively adding a "safety lock" to consumers' prepaid payments. Since its launch in July this year, the platform has not only effectively protected consumer rights and eased concerns over prepaid consumption, but also further stimulated the local consumer market.

The "Huai'an Pay" platform operates through a WeChat Mini Program and covers the entire process of prepaid card consumption, including merchant registration, card issuance, top-up, and redemption. The platform establishes a unified custodial account for funds and integrates government static data with dynamic data on consumer performance to build a big-data credit assessment model. This model quantifies merchant credit and conducts risk monitoring, effectively identifying abnormal transactions and potential risks to ensure funds remain secure and controllable, preventing misappropriation or misuse. The platform also provides value-added functions such as consumer complaint handling, rights protection, policy publicity, and financial services. Merchants with good credit performance may receive financial support, achieving a dynamic balance between risk and return.

As of now, the platform has attracted more than 250 merchants and has registered over one thousand local residents. Huai'an will continue to optimize system functions to ensure accurate, safe, and efficient information connectivity and fund flows. The city will focus on expanding into high-frequency consumer sectors where risks are relatively concentrated, encouraging more representative enterprises to join the platform and further broaden its coverage.
