Recently, after Huai'an Customs issued the Result Sheet for Identification of Use of Outbound Dangerous Goods Transport Packaging, a batch of exported chemical products from Jiangsu Mindleader Agroscience Co., Ltd. was inspected and released in a differentiated conformity assessment mode for identification of use of dangerous goods packaging. Afterwards, these goods were sent overseas promptly.

To coordinate national security and trade facilitation, Nanjing Customs initiated a pilot project for the differentiated conformity assessment of UN3077 and UN3082 dangerous goods packaging use identification on July 22 this year. Huai'an Customs has launched its implementation simultaneously. This model is based on the quality and safety control level, credit status, and other factors of enterprises. For UN3077 and UN3082 export batches that meet the same dangerous goods production enterprises, the same UN numbers, the same mode of transportation, and the same packaging categories, under the premise of enterprise qualification assurance, a differentiated conformity assessment model of "inspection + verification + conformity assurance" is comprehensively adopted to achieve the optimal allocation of regulatory resources.

Items that fall into the UN3077 and UN3082 categories are not considered explosive, flammable, or otherwise hazardous, and they are typically of a low degree of danger and harm. However, according to the regulations on the export of dangerous goods, a 100% on-site inspection is required, and the cycle is relatively long. Following the implementation of the differentiated conformity assessment policy, the previous inspection cycle, which typically lasted 3 to 4 days, can now be completed in as little as 15 minutes after submitting the materials.

To promote the implementation of pilot policies and help enterprises go global under the Belt and Road Initiative, Huai'an Customs has established a "precise screening + guidance and cultivation" mechanism to carry out centralized review and policy guidance for qualified and creditworthy enterprises in its jurisdiction, scientifically determine and promote the gradual inclusion of pilot enterprises in implementation.
