Huai'an has launched a smart elder care service platform that innovatively integrates an online service system, an offline service network, and data-driven oversight. This unified ecosystem has opened up the "last mile" of elder care service delivery.

The first is to break information barriers. The platform has established seven foundational databases, including those for low-income and disabled seniors, and has horizontally linked data from departments such as medical insurance and the Disabled Persons' Federation, enabling cross-system and cross-level data exchange and sharing. The platform also has real-time monitoring and early warning mechanisms to ensure comprehensive elder care support.

The second is to strengthen the service network. Huai'an's smart elder care service platform integrates three major scenarios—home-based, institutional, and community elder care—achieving full coverage of both online and offline service networks. Online, elder care institutions can create personalized service plans for seniors based on their profiles and monitor service progress in real time; offline, the service network is comprehensive, with professionals responding promptly.

The third is to empower smart elder care. Relying on the platform, the "Smart System for Huai'an's Elder Care Services" mini-program has been developed, covering comprehensive elder care services, including home-based care, institutional care, processing of discounted transportation cards, and applications for age-friendly modifications. Seniors can access these services with just a few taps, truly achieving "more data on the move, less worry for the elderly."

As of now, Huai'an's smart elder care service platform has established over 1.6 million senior profiles, registered more than 3,800 service personnel, and recorded over 2,000 home-visit services on a daily basis.
