During the 14th Five-Year Plan period, Huai'an City leveraged the initiative of "construction, management, maintenance, and operation of roads in rural areas" to advance the "Transportation First" strategy. Focusing on four key areas: rural road construction, management, maintenance, and operation, it strived to fully resolve the "last mile" issue in rural mobility. Over the past five years, Huai'an has invested a total of RMB 3.675 billion, constructing and upgrading 1,043 kilometers of rural roads and building 154 bridges. The planned accessibility rate of two-lane roads of Grade IV and above in villages has reached 100%. By the end of the "14th Five-Year Plan" period, the total mileage of rural roads in Huai'an reached 12,400 kilometers, providing strong transportation infrastructure support for industrial development and rural revitalization.
Currently, Huai'an has established one national demonstration county with "construction, management, maintenance, and operation of roads in rural areas" and seven provincial demonstration (compliant) counties. The initiative "Creating a Green Rural Road Model in Huai'an and Advancing High-Quality Development of 'Construction, Management, Maintenance, and Operation of Roads in Rural Areas' Around Hongze Lake" was recognized as a typical case in Jiangsu Province's 2023 pilot program for building a strong transportation province. The "Completion of the Grand Canal Hundred-Mile Gallery Hongze Lake Tourism Road" was included in the top ten national events for Grand Canal cultural protection, inheritance, and utilization in 2024. The section from the Hongze District intake sluice to the Sanhe sluice was recognized as the only rural highway project in the province to receive the Jiangsu Province Safe Highway and Water Transport Centenary Quality Project award. The "Hucheng Jindao" brand was named an Excellent Rural Highway Brand in Jiangsu Province.
During the "14th Five-Year Plan" period, Huai'an City actively advanced the deployment of rural logistics nodes and launched integrated transport and postal routes. The city has established 12 county-level rural logistics service centers, 73 township-level rural logistics service stations, and 1,295 village-level rural logistics service points, with 155 integrated transport-postal routes now in operation. Currently, the coverage rate of rural logistics service points at the county, township, and village levels has reached 100%.
