Recently, Huai'an Municipal People's Government issued the Collaborative Governance Mechanism for Bird and Aquatic Wildlife Protection in Huai'an City (hereinafter, "the Mechanism"), forming a regular and efficient management and governance pattern. It features "departments taking the initiative, local governments implementing, and all people participating," to promote wildlife protection practically.

The main content of the Mechanism is divided into four parts. First, it aims to strengthen the collaborative mechanism for wildlife habitat management. The functions, main tasks, and work requirements of relevant departments, such as the municipal bureau of natural resources and planning, the municipal bureau of agriculture and rural affairs, and the water conservancy department, for wildlife habitat management are clarified. Second, it strengthens the linkage mechanism between law enforcement and supervision. The law enforcement and supervisory functions of relevant departments—including the public security bureau, the people's procuratorate, the municipal people's court, and the municipal administration for market regulation—within wildlife protection have been clarified. The linkage between "the municipal bureau of justice + administration departments" has been strengthened, and the main tasks and requirements for law enforcement and supervision have been clearly defined in accordance with their respective functions. Third, it strengthens the coordination mechanism between publicity, education, and social participation. The work requirements for relevant departments, such as the publicity department, the department of education, the municipal bureau of ecology and environment, and the municipal bureau of agriculture and rural affairs, to carry out publicity and education at key times and in key areas are specified. Fourth, the Special Campaigns Working Mechanism is established. The Public Security Bureau, the Municipal Administration for Market Regulation, the Municipal Bureau of Transport, and other departments will take the lead in organizing three special campaigns, including combating wildlife crimes and illegal trade, and carrying out science popularization and education on wildlife protection throughout Huai'an city for three years, with specific work requirements outlined. At the same time, it is proposed that, in the future, special campaigns will be organized and carried out in a timely manner to meet work needs.
