Amid the wave of industrial upgrading, Huai’an is promoting transformation through innovation-driven initiatives and strengthening capabilities through cluster development, aiming to drive the industrial economy to shift from quantitative growth to a qualitative leap.

Focusing on the integrated clusters of strategic emerging industries, a tailored development plan is formulated for each sector, and a panoramic map of the industrial chain is created. From January to September, cluster enterprises achieved an above-scale industrial output value of RMB 223.16 billion, representing a year-on-year increase of 7.5%. Notably, the three 100-billion-yuan emerging industry clusters—next-generation information technology, new energy, and automotive and auto parts—each recorded a double-digit growth rate. It is expected that the next-generation information technology industry cluster will surpass RMB 100 billion in scale by the end of the year.

The development of the industrial chain is deeply integrated with the enhancement of innovation capabilities. Key projects with a total investment exceeding RMB 5 billion, such as Qingding’s AI chip supporting circuit boards and Jushi Fiberglass’s fine sand, have commenced construction. Major projects, such as Kubison Tire and the CSIQ Phase I, have been completed and put into operation, continuously improving the industrial chain. At the same time, advanced technologies such as TOPCon and perovskite are being developed, and the construction of a pilot research institute for photovoltaics is being promoted. Huai'an is partnering with brother cities to foster an advanced world-class photovoltaic manufacturing cluster.

In terms of transformational development, efforts are being made simultaneously in both "intelligent upgrading, digital transformation, and networked connectivity" and green manufacturing. A three-year action plan for intelligent upgrading and digital transformation has been introduced, resulting in the establishment of 103 new provincial-level advanced intelligent factories. Qingding Precision Electronics was recognized as a national excellent intelligent factory. Extensive efforts have been made to rejuvenate traditional industries and implement technological transformation in thousands of enterprises, with 369 new “technological transformation in thousands of enterprises” projects commenced construction from January to September. Huai’an is accelerating the development of its green manufacturing system. King's Luck has been recognized as the only zero-carbon factory in Jiangsu Province’s food industry. A total of 81 enterprises have been identified as provincial-level green factories, and three parks have been awarded provincial-level green industrial park status.
