Since the beginning of this year, the Huai'an municipal human resources and social security authorities have adhered to an employment-oriented approach and carried out high-quality worker training through the "Skills Empower Huai'an" initiative. As of the end of October, they had supported more than 2,600 enterprises in conducting pre-employment training, on-the-job skills-enhancement training, and training for urgently needed high-skilled personnel, providing training to nearly 20,000 participants.
Huai'an identifies needs and designs training accordingly. The city has implemented a four-in-one, project-based training model that integrates "job demand + skills training + skills assessment + employment services," and it has built an integrated service platform for employment, training, and assessment to support intelligent matching between skills training and employment needs. By aligning training efforts with the citywide "353" integrated clusters of strategic emerging industries and the skills demands of key enterprises involved in major projects, the city dynamically updates and releases guiding catalogs for government-subsidized vocational skills training programs, training institutions, and assessment institutions, thereby achieving a dynamic match between skills training and talent needs.
Huai'an strengthens services and adopts flexible approaches. The city uses various methods such as "evening skills classes," "weekend classes," "school-enterprise partnerships," and "on-site training delivery" to meet the training needs of employees across different enterprises. It collects, compiles, and releases training session information on a monthly basis and regularly publishes course schedules to ensure that all types of enterprises can access training opportunities. Leveraging the "Craftsman Classroom" platform, the city integrates resources to develop localized pre-employment training courses for enterprises, move beyond traditional centralized in-person instruction, and support multi-terminal learning.
Huai'an empowers enterprises to cultivate talent independently. The city supports companies in conducting their own skills assessments and direct recognitions of skilled workers, and it has enabled 63 enterprises above the designated size to carry out such evaluations on a regular basis. Over the past three years, enterprises across the city have independently assessed more than 13,900 skilled workers, with high-skilled workers accounting for 79.5% of that total, continuously strengthening the core competitiveness of local enterprises.
