In recent years, Huai'an City has incorporated the biomedicine and health industry into its "353" cultivation plan for strategic emerging industry clusters, driving the creation of an industrial powerhouse through differentiated positioning, full-chain collaboration, and policy incentives.

First, Huai'an has been promoting policy empowerment. The city issued the Implementation Plan for Cluster Development of Strategic Emerging Industries in Huai'an City, complemented by a "ten-point" operational mechanism, to provide comprehensive element support—from land and funding to talent and approval services. Through precise efforts across the industrial chains, the city has continuously intensified project introduction and construction. This year, 34 major industrial projects are under development.

Second, Huai'an has been upgrading its infrastructure. Huai'an currently has two biomedical-related parks, namely the Huai'an Biomedical Industrial Park in Qingjiangpu District and the Huai'an Industrial Park. The Huai'an Biomedical Industrial Park has already attracted eight biopharmaceutical companies and medical device manufacturers. The Huai'an Industrial Park has five chemical pharmaceutical raw material production companies, including Willing Bio-Tech Co., Ltd. and Run'an Pharmaceuticals, establishing itself as the main supply park for raw materials required for chemical drug production in Huai'an City.

Third, Huai'an has been making innovative breakthroughs. In 2024, Huai'an's biomedicine and health industry had 77 enterprises above the designated size. The industry cluster includes two national-level enterprise technology centers, two provincial-level smart factories, 18 provincial-level engineering technology research centers, and three national-level green factories. This has formed a comprehensive innovation chain spanning from basic research and pre-clinical studies to industrial production.
