Huai'an City Strengthens Environmental Infrastructure Support through Comprehensive Enhancement Action

In recent years, Huai'an City has deeply implemented an environmental infrastructure enhancement action, vigorously promoting infrastructure construction and effectiveness to provide robust support for improving environmental quality, expanding environmental capacity, and ensuring environmental safety.

First, the city meticulously planned and scientifically arranged projects. By treating fiscal capacity assessment as a mandatory prerequisite for project selection, the city prioritized projects with secured funding and thorough preliminary work. Huai'an was the first in the province to develop the 14th Five-Year Plan for Environmental Infrastructure Construction and annually compile the Key Project Plan for Ecological Environmental Infrastructure Construction.

Second, the city implemented a comprehensive performance monitoring and progressive construction approach. A work mechanism of "monthly tracking, on-site inspections, regular reporting, and routine coordination" was established. Monthly progress analyses were conducted, with periodic on-site inspections conducted and supervision reports issued. Timely consultations were held for projects that were lagging. To date, the city has organized 15 supervision inspections, issued 15 supervision reports, addressed over 90 issues, and initiated all 57 key projects for the year, with 16 projects completed on schedule.

Third, the city actively sought support from higher authorities. It established a specialized team to apply for ecological environment funds, produced a pocket book on ecological environment funding policies, and established a multi-tiered, graded, and classified coordination mechanism. A comprehensive three-tier support responsibility system was developed to secure central and provincial ecological environment special funds. Currently, the city has submitted 96 central and provincial ecological environment projects, securing approximately RMB 662 million in special funds.
