Over the years, Huai'an has made continuous efforts in strengthening the management and protection of water resources, deepening the construction of a water-saving society, and improving rural water conservancy facilities, so as to reinforce the role of the Huaihe River in benefiting the people.
Focusing on increasing water conservation efforts, Huai'an issued the Administrative Measures for Water Conservation in Huai'an City and promoted the "contract-based water-saving" model. Two key water consumption enterprises have been recognized as water efficiency leaders at the national and provincial levels, respectively. Seven counties (districts) have all reached the standard of a water-saving society, marking full coverage of the water-saving society standard at the county level.
Focusing on strengthening the support of water resources, standby water sources such as Licheng Lake connected to Jinhu County's waterway into the river, Lianshui Lake connected to the Ancient Huaihe River in Lianshui County, and Longwangshan Reservoir in Xuyi County have been built to promote the standardized construction of water sources. In addition, Huai'an has built and put into operation 12 centralized drinking water sources. The city continues to strengthen groundwater management. It has built 64 automatic monitoring stations for groundwater and has established a relatively complete network system of groundwater monitoring stations. Measures such as strengthened water source allocation and strict water management have been taken to effectively guarantee the ecological water level (flow) of key rivers and lakes.
The construction of rural irrigation areas and water supply guarantee projects is of great significance to the utilization of water resources. In recent years, Huai'an has implemented the continued construction of supporting facilities and water-saving renovation projects in large and medium-sized irrigation areas such as Huailian, Qunan, and Qubei, strengthened the connection with high-standard farmland construction and agricultural non-point source pollution control, and explored the reuse mechanism of farmland tail water to continuously improve the utilization coefficient of irrigation water. The city has also formulated a high-quality development plan for rural water supply, implemented rural water supply guarantee projects such as the maintenance of rural drinking water projects, and intensified the renovation and reconstruction of old pipe networks to effectively reduce the leakage rate of pipe networks.
