Since this year, Huai'an City has concentrated on the core aspect of rural housing safety, striving to establish a robust foundation for a livable, business-friendly, harmonious, and beautiful countryside through multidimensional collaboration.

First, the city has enhanced the rural housing landscape management through meticulous design. The "Huai'an Jianghuai Folk House (Rural House) Design Atlas" was published, focusing on critical aspects such as planning and design, landscape control, and green energy efficiency. This initiative clarifies the objectives of rural housing construction by incorporating "regional features and contemporary traits," promoting the transformation of traditional rural housing into modern, livable residences with improved functionality, safety, durability, and aesthetic harmony. It provides a systematic framework for rural housing construction across counties and districts, including 15 meticulously designed housing models available for villagers to select free of charge.

Second, Huai'an has implemented dynamic clearing measures to ensure a robust baseline for housing safety. A comprehensive working mechanism has been established, encompassing "monitoring-evaluation-renovation," with a primary focus on addressing housing safety issues for low-income populations in rural areas. Huai'an has implemented dynamic and comprehensive monitoring, adhered to the principles of "tailored solutions for each household and adapting measures to local conditions," and employed methods such as reinforcement and repair or reconstruction on original sites for categorized problem resolution. As of the end of September, the renovation task of 290 dilapidated houses in 2025 was fully completed, ensuring that people in need have safe housing to live in.

Third, Huai'an has coordinated funds to strengthen support for people's livelihood security. It has developed a funding guarantee system featuring "central subsidies + local supporting funds." In 2025, a total of RMB 4.94 million in central subsidies for renovating dilapidated houses for low-income groups has been sought from above. RMB 1.802 million of local financial supporting funds are coordinated to form a special guarantee fund pool with a total amount of RMB 6.742 million. Huai'an has improved the efficiency of fund use through the "build before subsidize" approach, not only breaking the "fund bottleneck" in rural housing construction, but also ensuring the precise distribution of people's livelihood policy dividends.
