Since the launch of the 14th Five-Year Plan, the Huai'an Disabled Persons' Federation has used the "Employment Benefit Project" as a starting point to implement a series of measures, including policy support, skills training, and entrepreneurship assistance. According to statistics, the city has held nearly 200 special recruitment events for people with disabilities. In order to encourage enterprises to employ people with disabilities, during the 14th Five-Year Plan period, Huai'an City has issued a total of RMB 5.3873 million in proportional subsidies and over-proportional rewards for the employment of people with disabilities. Every year, there were more than 600 enterprises actively joining the effort in disability assistance, becoming a strong backing for the employment of people with disabilities.

Meanwhile, nursing services have provided a warm and supportive environment for people with disabilities. In 2021, the Huai'an Disabled Persons' Federation and the Huai'an Municipal Finance Bureau jointly issued the Notice on Further Improving the Nursing Services for Persons with Disabilities, established a classified and layered nursing service system, built a municipal boarding nursing center and five county- and district-level nursing sub-centers, improved the hardware and software of six public nursing centers, encouraged nursing homes and medical institutions to undertake relevant nursing services, and built comprehensive institutions integrating medical care, health care, and nursing care. At the same time, a three-year action plan and a star-rating method for improving "Homes for People with Disabilities" were formulated, and regular training was provided for nursing staff to form a government-led nursing system characterized by social participation and professional operations, which provides stable nursing services for 11,000 people each year.
