Since the beginning of this year, to construct a solid "protective network" for gas safety, Huai'an City has emphasized comprehensive chain management, reinforced inspection and rectification, and worked diligently to establish long-term mechanisms.
The first effort is to upgrade equipment to strengthen the physical defense line. Huai'an City has steadily advanced the specialized governance of urban gas pipeline "operation with issues" by conducting inspections and assessments. As of the end of September, the complete renovation of 48.98 kilometers of municipal, courtyard, riser, and 34,000 household pipelines (typically the front section before being installed in households) was accomplished. Concurrently, 87,500 liquefied gas cylinders were replaced, with a total investment exceeding RMB 45.75 million, reducing risks at the source.
Secondly, Huai'an enhances supervision to improve service quality and efficiency. In Huai'an's offline effort, it has carried out unannounced visits, following the principle of "not issuing written notifications, not reminding subjects, not hearing any report, or not being received or accompanied by subjects, but directly carrying out inspection at the primary level and on site," along with expert consultations and other methods. The city inspected a total of 334 gas companies, found and rectified 395 hidden dangers, and completed the comprehensive safety evaluation of 14 pipeline gas companies. In terms of online efforts, Huai'an has strengthened dynamic supervision of bottled liquefied gas systems, conducted 230 spot checks, and entered 115 safety tips into the information system.
Third, Huai'an focuses on critical aspects and reinforces enterprises' primary responsibilities. It takes decisive measures to address third-party damages to gas pipelines and encourage enterprises to enhance the quality and efficiency of user safety services effectively. In January-September, a total of 328 third-party construction projects involving gas were investigated and disclosed, 952,000 households were urged to complete home security checks, and 2.116 million real-name delivery information was registered.
Fourth, regional coordination builds a long-term mechanism. Huai'an is promoting the adoption of a collaborative supervision agreement on gas safety in the bordering regions of Jiangsu, Shandong, and Anhui provinces, with a detailed division of responsibilities that focuses on information sharing and joint law enforcement. Efforts are concentrated on combating illegal activities such as unauthorized gas supply, unauthorized cylinders, and cross-regional illegal operations, aiming to establish a sustainable mechanism for interregional prevention and control.
