Since the beginning of this year, Huai'an City has closely aligned its efforts with the needs of integrated urban-rural development, strictly adhering to the principles of "comprehensive coverage, categorized measures, and precise control." By focusing on the high-quality preparation of township and village plans, the city has coordinated the allocation of spatial resources to lay a solid spatial planning foundation for advancing rural revitalization in an all-round way.

Huai'an City is advancing township-level planning based on actual needs and building a comprehensive planning system. Focusing on 12 historical and cultural towns, provincially designated key central towns, and economically developed towns, the city has strengthened the preparation of territorial spatial plans and enhanced guidance for detailed township planning. By adopting the "comprehensive detailed planning + village planning" model, Huai'an City has achieved full coverage of township-level planning, providing a solid foundation for project implementation and development needs.

Huai'an City is dynamically updating layout plans to precisely guide village development. In line with the construction of livable and business-friendly communities as well as beautiful rural areas, the city has completed dynamic updates of township and village layout plans in seven counties and districts, identifying 1,274 villages for planned development, 6,250 villages for relocation and consolidation, and 8,479 other general villages. By refining village classifications and development guidance, Huai'an City provides a scientific basis for promoting village planning and construction tailored to local conditions, as well as for improvement and upgrading efforts.

Huai'an City is strengthening the implementation of planning and improving long-term control mechanisms. By combining "village planning" with "generalized regulatory control," the city has achieved full coverage of spatial planning management in rural areas, ensuring that rural construction permits, landscape management, and land-use regulation are all "rule-based and evidence-supported." Based on the implementation status of village plans, Huai'an City is conducting evaluations of rural planning execution, dynamically monitoring the effectiveness of plan enforcement, and exploring a mechanism for the dynamic updating of village plans, continuously enhancing the quality and efficiency of village planning and management.
