To actively promote industrial structure adjustment and green transformation, Huai'an City strictly adheres to the requirements of the national Guidance Catalogue on Industrial Structure Adjustment (2024 Edition). It takes initiative and employs multiple measures to advance the decommissioning of small boilers comprehensively and the transformation of energy consumption in enterprises. As of now, all special equipment for biomass-burned boilers with a steam capacity of 2 tons or less in the city has been successfully decommissioned and eliminated.

Huai'an has conducted precise investigations to identify targets. Utilizing the Special Equipment Safety and Intelligent Service Platform, the city has established a comprehensive ledger for biomass-burned boilers with a steam capacity of 2 tons or less. Department personnel conducted on-site checks of key information, including boiler model, evaporation capacity, and fuel type, accurately identifying 103 boilers as targets for elimination. Huai'an has mobilized awareness and ensured orderly implementation. "Reminder and Urge Letters" were distributed to relevant enterprises. Then, department personnel conducted door-to-door explanations of industrial policies, urged enterprises to assume safety responsibilities, and proactively ceased operation and decommissioned boilers listed for elimination. At the same time, the inspection agency was ordered to cease boiler inspection activities, effectively facilitating the cancellation and phase-out process. Moreover, the city assisted key targets in facilitating their transformation. For some units with single energy consumption and unable to access the heating network in the short term, experts were organized to formulate a "one enterprise, one policy" energy replacement plan to ensure the continuous production of enterprises by adjusting production processes and replacing clean energy. Boilers involved in backward production capacity were resolutely eliminated according to the law.

In the next step, Huai'an City will continue to strengthen boiler safety supervision, prevent obsolete boilers from being put into use from sources such as installation supervision and inspection, strictly enforce law enforcement inspections, and promote the green transformation of the industry with more powerful measures.
