Recently, Yangzhou, Huai'an, and Yancheng successfully signed the "Joint Prevention and Control Cooperation Agreement on Full-Chain Construction Waste Management." With this, Huai'an has now achieved full coverage of a joint prevention and control mechanism for construction waste with all its neighboring regions.
The signing of this agreement is a concrete practice in implementing the Yangtze River Delta integration strategy. It will effectively address the challenges of cross-regional management of construction waste in adjacent areas, while promoting resource recycling and green, low-carbon development. First, a coordinated supervision mechanism will be established. The parties will set up a regular communication mechanism, hold coordination meetings on a scheduled basis, share governance updates, analyze prominent issues, and study solutions to consolidate governance outcomes. A full-process information-sharing platform covering the generation, transportation, disposal, and utilization of construction waste will also be created to achieve interconnected data exchange. Second, joint law enforcement actions will be carried out. Supervision over cross-regional transport vehicles and disposal sites will be strengthened, with a strict crackdown on illegal cross-regional transportation and arbitrary dumping of construction waste, thereby forming a strong regulatory synergy. Third, emergency response coordination will be reinforced. A cross-regional emergency linkage mechanism for sudden incidents in construction waste management will be established to jointly address emergencies such as illegal dumping and environmental pollution, ensuring rapid response and effective handling.
Next, Huai'an will work together with its partners to strictly follow the terms of the agreement, refine the division of tasks, and strengthen accountability to ensure that all joint prevention and control measures are effectively implemented. The parties will jointly create a model of regional cooperation in construction waste management, injecting new green momentum into the integrated development of the Yangtze River Delta.
