Huai'an Establishes a New Framework for Government-Enterprise Cooperation in Brand Protection

Since the beginning of this year, Huai'an has been guided by the concept of service-oriented law enforcement, deeply integrating government-enterprise cooperation and forming a "community of shared future" with businesses to protect intellectual property rights, thereby opening up a new chapter in brand protection.

Huai'an has strengthened coordination mechanisms. It has established a joint intelligence analysis office integrating administrative authorities, criminal enforcement, and enterprises, along with a dedicated task force for joint crackdowns. Since the beginning of this year, more than 30 special enforcement operations have been carried out, resulting in the investigation of 75 intellectual property infringement cases (including 3 transferred to public security for criminal investigation) and the elimination of 12 counterfeiting and illegal sales sites. The city has also signed a "Government-Enterprise Cooperative Framework Agreement on Brand Protection" with relevant enterprises to improve mechanisms for information sharing, joint enforcement, and risk alerts, thereby building a strong "moat" to safeguard corporate brands.

Huai'an has innovated rights protection models. The city has implemented an "order-based rights protection" model in which enterprises submit requests and government departments process them. By combining "administrative enforcement + administrative mediation," Huai'an not only investigates and handles infringements efficiently but also helps enterprises recover losses through mediation, forming a closed-loop system of "clue transfer-targeted crackdown-rights compensation." In one successfully mediated case, a company infringed on the exclusive trademark rights of a well-known Huai'an enterprise, and the rights holder received RMB 50,000 in compensation.

Huai'an has built a full-chain service system. The city has strengthened "pre-event education and early warning" and "front-end services" by carrying out legal publicity and rule-of-law checkups, covering more than 60 business entities and helping enterprises avoid risks. It has enhanced "tailored measures" and "targeted services" during enforcement by establishing a list of cases eligible for exemption or reduced penalties and implementing a mechanism of delivering three types of legal documents together. It has reinforced "post-event consolidation and upgrading" and "closed-loop services" by supporting rectification through follow-up guidance and credit repair. Since the beginning of this year, Huai'an has restored the credit of 1,332 enterprises and 21,709 individual businesses.
