Urban public spaces are crucial venues where individuals can experience beautiful city life. In Huai'an City, various regions and departments uphold the principle of leveraging one land for three purposes. They address issues such as substandard environments, disorganized management, and significant safety concerns in "gray spaces" within the "two areas, two belts, and one corridor." The city has also adaptively repurposed idle land resources and fostered synchronized advancements in economic, ecological, and social benefits.
Huai'an Ecological Cultural Tourism Zone has innovatively adopted the "state-owned enterprise operation + industrial integration" model. Through Huai'an Guofa Investment Group, Huai'an effectively meets the needs of the local dairy farming industry and has cultivated over 800 mu of cash crops, such as green corn, on a large scale, significantly enhancing land utilization efficiency. Huaiyin District has optimized the use of undeveloped plots within Huai'an High-tech Zone by planting 14,000 economic seedlings, transforming idle land into sustainable "green assets." Huai'an District has repurposed 1,100 mu of underutilized industrial land along G233 National Highway and Shanyang Avenue, cleared rampant plants on Anlan Road and Chengen Avenue, and established a nursery base. Qingjiangpu District has efficiently utilized vacant land by creating 690 new parking spaces in undeveloped plots, alleviating parking shortages in nearby communities. Lianshui County has revamped 25 "gray space" plots in its urban area, establishing shared gardens and mini-parks tailored to local conditions. The Municipal Bureau of Agriculture and Rural Affairs has developed the "Technical Guidance Suggestions for Crop Planting" to enhance planting efficiency, completing all 31 projects. The Municipal Water Resources Bureau has planned nine major river management and key water system improvement projects, four of which have been completed. Moreover, Huai'an SJID Group, Huai'an Communications Investment Group, and Urban Development Group have efficiently promoted the remediation and utilization of 24 2,100-mu undeveloped plots, and improved resource utilization efficiency by planting commercial turf and building parking lots.
