Since the beginning of this year, Huai'an City has made every effort to optimize the consumer environment, promote assured consumption, and drive consumption upgrading.

First, a problem-oriented approach has been adopted to strengthen monitoring, with a focus on purifying the online consumer environment. Efforts have concentrated on rectification projects targeting electric bicycles, the production and sale of counterfeit or substandard meat products, and counterfeit or substandard food in rural areas, as well as monitoring online transactions in key sectors such as the illegal sale of counterfeit currency, power banks, and fire protection products. As of the end of August, more than 23,000 business entities had been monitored, over 43,000 product pages had been sampled, 62 suspected violations had been identified, and 7 instances of administrative compliance guidance had been conducted, resulting in a more orderly online trading environment.

Second, with a focus on emerging sectors, compliance has been strengthened to vigorously promote assured consumption in livestreaming. A compliance-oriented experience-sharing session on livestream sales of specialty agricultural products was held, inviting village officials engaged in livestream sales to share their insights and experts from MCN institutions to introduce relevant practices. Targeting livestream marketing enterprises, efforts were made to differentiate business categories, address specific application scenarios, and advance the construction of a "1+N" compliance system. Full-process compliance guidance for livestream marketing enterprises was enhanced, 36 livestream rooms committed to assured consumption were established, and overall compliance in livestreaming was significantly improved.

Third, with an emphasis on boosting confidence and improving services, efforts have been concentrated on driving consumption enhancement and upgrading. A total of 344 businesses were guided to voluntarily commit to a "seven-day no-reason return and exchange" policy for offline purchases. In line with the "five assurances" of safety, quality, pricing, service, and consumer rights protection, eight assured-consumption clusters and three assured night-time consumption business districts were cultivated, creating a stronger atmosphere of assured consumption.
