Since the beginning of this year, Huai'an City has carried out a special rectification campaign focusing on the prominent issue of inefficient operation and even idle waste of elderly care facilities, establishing a closed-loop rectification system to safeguard the happiness of the elderly.
In the course of rectification, Huai'an City has adhered to a classified and locality-specific approach. Facilities that merely displayed a nameplate without real demand or service functions were dismantled and repurposed to free up space. A total of 174 facilities that were located close to one another, had low utilization rates but still needed to be retained were integrated in terms of space and function. Another 32 facilities, which enjoyed public recognition and relatively high usage but were limited in conditions, were upgraded to enhance service capacity. Following the principle of "doing our best within our means," the city also added 12 new elderly care facilities to address rigid demand in areas where facilities had not yet been provided.
Huai'an City is committed to both "immediate rectification" and "long-term establishment." The city has set up a joint supervision and inspection mechanism, conducting a "review-style" inspection for rectification work through the methods of "not issuing written notifications, not reminding the local government, not receiving any report, and not being accompanied by local officials, but directly inspecting the localities and spots." It has also explored models such as direct management by civil affairs departments, outsourcing to third-party operators, hiring professional staff for delegated management, and converting facilities into state-owned enterprises, in order to establish a sustainable management system. In addition, the city has improved its policy support mechanism by increasing assistance to elderly care facilities that closely meet public needs and have high utilization rates, ensuring that resources are used where they are most effective and promoting the full use of elderly care facilities.
