Huai'an City Issues Implementation Plan for the Comprehensive Pilot Project of Intellectual Property Finance Ecosystem

To align with the requirements of the Central Financial Work Conference and advance the initiative of enhancing the city through intellectual property rights, on August 12, Huai'an Municipal Financial Regulatory Office, Intellectual Property Office, Copyright Office, and Finance Bureau jointly issued the Implementation Plan for the Comprehensive Pilot Project of Intellectual Property Finance Ecosystem.

The plan addresses key tasks within the comprehensive pilot project of the intellectual property finance ecosystem, emphasizing the development of Huai'an's "7+3" advanced manufacturing clusters. It enhances diversified financial services supporting intellectual property, promotes reasonable growth in the annual cumulative funding for intellectual property pledge financing, and strives to elevate the quality and effectiveness of intellectual property financial services. The plan encompasses ten specific aspects, including enhancing pledge registration services, ensuring accurate information aggregation and sharing, broadening internal value assessment, promoting diverse services, refining internal management mechanisms, strengthening insurance protection roles, facilitating effective asset revitalization, establishing comprehensive risk-sharing frameworks, maximizing the impact of service institutions, and advancing initiatives for bank-enterprise collaboration.

Moving forward, Huai'an Intellectual Property Office will collaborate with Huai'an Municipal Financial Regulatory Office, the Intellectual Property Office, and other departments to emphasize the "1650" and "10+X" industrial systems. These departments will continuously organize bank-enterprise matchmaking activities for intellectual property pledge financing at the municipal and county levels. Additionally, they will work closely with financial institutions to provide medium- and long-term loans for technology-focused enterprises using intellectual property as collateral. By 2027, a comprehensive financial ecosystem for intellectual property, characterized by convenient and efficient services, effective information sharing, and robust institutional mechanisms, is expected to be established.
